India’s green-building movement has crystallised around three certification systems — IGBC (Indian Green Building Council), LEED (Leadership in Energy and Environmental Design, from USGBC), and GRIHA (Green Rating for Integrated Habitat Assessment). All three award credit points for zero-VOC paints and coatings, but they measure and threshold VOC differently, weight the credits differently, and require different documentation. Why VOC certifications exist in the first place
Volatile Organic Compounds are carbon-based chemicals that evaporate from paint into indoor air. In conventional acrylic emulsion paints they include formaldehyde, benzene, toluene, xylene, and ethylene glycol. Long-term exposure is linked to respiratory issues, headaches, and — for benzene specifically — leukemia risk. In a poorly ventilated Indian home with freshly painted walls, VOC concentrations in the first 30 days can be 3-5x the outdoor level.
Green-building certifications reward materials that reduce this indoor pollution. The three Indian systems all target the same outcome — lower VOC — but they define “low” and “zero” differently, and treat paints under different credit categories.
IGBC — Indian Green Building Council
IGBC is the largest green-building certification body in India, run by the Confederation of Indian Industry (CII). It offers separate rating systems for New Construction, Existing Buildings, Homes, Factory Buildings, Green Interiors, and more. Paints and coatings sit under the Indoor Environmental Quality (IEQ) credit category in most systems.
IGBC VOC threshold for paints
IGBC references two standards:
- Green Seal GS-11: 50 g/L VOC max for flat interior paints; 150 g/L max for non-flat
- SCAQMD Rule 1113: 50 g/L max for flat interior paints (the world’s strictest limit)

LEED — Leadership in Energy and Environmental Design
LEED is the US Green Building Council’s certification and is used in India for premium commercial and mixed-use projects — particularly those with international tenants or investors who recognise the LEED mark. Paints and coatings sit under EQ Credit: Low-Emitting Materials in LEED v4 and v4.1 BD+C.
LEED VOC threshold
LEED v4.1 references three overlapping methods:
- Inventory approach: paint’s VOC content must be at or below SCAQMD Rule 1113 or CARB SCM 2007 limits
- Emissions approach: paint must pass a chamber test (CDPH v1.2 / ANSI/BIFMA e3-2014) confirming emitted VOCs after 14 days are below 0.5 mg/m³ for TVOC and specific formaldehyde thresholds
Zero-VOC mineral silicate paints pass both by definition — there are no VOCs to emit.
LEED credit points available
Under LEED v4.1 BD+C, low-emitting paints and coatings contribute up to 3 points in the Low-Emitting Materials credit family (which also covers flooring, adhesives, sealants, and composite wood). Paint alone typically anchors 1 point, but is a prerequisite step for the full 3.
LEED documentation
LEED reviewers require far more extensive documentation than IGBC:
- Full ingredient disclosure and Manufacturer’s Health Product Declaration (HPD) or equivalent
- Third-party VOC content test report (SCAQMD-referenced)
- Emissions chamber test report (CDPH v1.2 for interior applications)
- Cost calculation showing the paint’s contribution to the project’s total budget for the credit weighting
The CDPH emissions test is where many “low-VOC” paints fail — they meet the content threshold but emit above chamber limits after cure. Zero-VOC mineral coatings pass automatically because the mineral binder has no volatile fraction.
GRIHA — Green Rating for Integrated Habitat Assessment
GRIHA is India’s indigenous green-building rating system, developed jointly by TERI (The Energy and Resources Institute) and the Government of India’s Ministry of New and Renewable Energy. It’s the preferred certification for government buildings, public infrastructure projects, and academic institutions. Paints sit under GRIHA v3’s Criterion 30: Reduction of Air Pollution.

- Interior emulsion paints: max 50 g/L VOC (aligned with SCAQMD 1113)
- Exterior paints: max 100 g/L VOC
- Primer and undercoats: max 30 g/L VOC

GRIHA credit points

- GRIHA: government-preferred, Indian-context calibrated, moderate documentation. Best for government tenders, academic institutions, PSU buildings, and CSR-linked infrastructure.

Common pitfalls in specifying “low-VOC” paint
Three failure modes we’ve seen on certified projects when the paint isn’t truly zero-VOC:
- Content vs emissions confusion. A paint can claim “less than 50 g/L VOC” on the label but still emit above chamber thresholds after cure. LEED specifically catches this via CDPH testing — always ask for the emissions chamber report, not just the content declaration.
- Tinted vs base VOC gap. Some manufacturers publish VOC data only for the untinted base. Adding colourants can push VOC content up sharply. Always request the VOC statement for the tinted version you’ll actually use.
